UAC window not correctly shown

Steps to Reproduce

  1. Make sure current window focus is on any program window (this makes the issue 100% reproduceable). For example you have Windows Notepad open and focused.
  2. Double ctrl to open listary launch window
  3. Search and open programs that require administrative privilege (such as Regedit.exe)

Expected Result

the UAC pop up window is shown in the foreground

Actual Result

the UAC pop up window is shown in the BACKGROUND. seems like the UAC window is minimized. I have to click on the taskbar icon to see the UAC window
